The Census Geocoder resolves a point to its incorporated place, county subdivision and county. Whether the point falls inside an incorporated place is the single most consequential fact it returns — outside one, the county is the permitting authority and a different half of its fee schedule applies.

A hint is search bias, to be confirmed or denied. It steers where discovery looks first.
